Jerry Brown hopes to use the Global Climate Action Summit Sept 12-14 to cement his legacy as a climate leader. But Brown has refused to ban fracking and limit other oil production in the state. Non-violent civil disobedience actions are underway as a last push to encourage Brown to act – and to send a message to the next state administration.
